We inform that the legal framework of the WebMoney Transfer system has been changed in terms of WMR property rights issued on R-wallets based on the regulator requirements pursuant to Russian Federal Law No. 161-FZ dated June 27, 2011 “About the National Payment System”.
In connection with the foregoing, we inform that:
• From August 1st, 2019, P-wallets will be introduced to WebMoney Transfer system, which will contain funds in Russian rubles (WMP – e-money in Russian rubles) issued by JSC Bank KKB in accordance with the Rules.
• P-wallet will be created by the system on the terms of a public offer about the provision of information and technological services at WebMoney Transfer system with P-type wallets. P-wallet will be also replenished automatically with the amount of the ECP (electronic check) system participant (R-wallet) by transferring the ECP to the ECP holder (WMP) during the period from 01.08.2019 to 01.09.2019. At the same time, from August 1st, 2019, registration of new R-wallets will be discontinued, and existing R-wallets will be transferred to the archive upon reaching zero balance (an operational report for them will be available in the report.webmoney.ru service).
• During the transition period from August 1st to October 1st, 2019 inclusive, the traditional methods for withdrawal from R-wallets with a non-zero balance will remain. At the same period time, it will be also possible to transfer funds from R to P-wallets of the same user without any commission.
• After October 1st, 2019, it will be only possible to withdraw funds from R-wallets to a ruble bank account specified by a WebMoney Transfer system user. The withdrawal will be possible exclusively by submitting ECP (WMR) for payment to JSC Network Clearing House in the order specified by the law. Before the withdrawal, the user shall pass full identification in accordance with the Russian Federal Law of August 7, 2001 No. 115-FZ “On Combating Legalization (Laundering) of Proceeds from Crime and Financing of Terrorism”.
WebMoney Transfer guarantees the safety and integrity of the property rights of the system users.
